  • 2 ½ (312 g) cups flour, set some extra aside for dusting
  • 7 tablespoons sugar, divided
  • 2 teaspoons lemon zest, 1 large lemon
  • 2 teaspoons baking powder
  • ½ teaspoon baking soda
  • ½ teaspoon salt
  • 1 stick butter, cold
  • 1 cup blueberries, fresh
  • 3/4 cup heavy whipping cream
